Breakthrough Britain: Family Breakdown

Policy makers have been largely reluctant to send clear signals about the benefits of marriage and committed relationships and mental health services have had to pick up much of the fall out of these relational breakdowns. This report lays out recommendations on how state support can encourage all types of family networks to be self-supporting and well-rooted in the community. The recommendations include Family Services Hubs at the heart of communities with an enhanced role for health visitors. These Hubs aim to strengthen children’s cognitive and emotional development in the early years through home visiting programmes, the integration of services and coordination of professionals and voluntary sector providers.
